behavior::framework not found on J!4

Hello.
I encounter a problem when I activate the plugin: behavior::framework not found
The site has been migrated from J!3 and is on PHP 8.0 (also tested with PHP 8.1 and 7.4)
In the administration, the component also displays a 500 error: behavior::tooltip not found

The version is 3.6.2.1-PRO and I don’t encounter this problem on other sites with the same configuration (J!4 and PHP 7.4 or 8.0)
What can I do? Where should I look, please?
